Sauder Schelkopf is investigating South Carolina parking ticket allegations against the cities of Isle of Palms and Folly Beach for allegedly using a private company, PCI Municipal Services, LLC, to issue parking violations unlawfully. It is alleged that municipalities cannot legally delegate police enforcement powers—including issuing citations—to private entities without clear legislative or constitutional authority.
Between March and September 2024, PCI reportedly issued over 5,000 parking tickets, exceeding the total number of citations Isle of Palms issued in the entire prior year. If these tickets were issued improperly, thousands of affected residents may be eligible for refunds.
