The State Bar of California has launched an independent investigation into the February 2025 bar exam, following widespread complaints from test-takers about technical failures, accommodation issues, and proctoring errors.

Key issues reported:

  • Technical difficulties with timers, internet connectivity, and submission errors.
  • Accommodation failures for test-takers with disabilities.
  • Unprofessional proctoring and lack of communication from the Bar.
  • Significant delays in both remote and in-person exam administration.

  • Over 90 people attended a special meeting to voice their frustrations.
  • 85 test-takers were offered a retake later this month, while others can opt to take the July exam for free.
  • Sauder Schelkopf filed a class action lawsuit against Meazure Learning, the company responsible for proctoring.
  • The California Bar is considering dropping Meazure Learning and returning to fully in-person exams.
  • The July 2025 exam will be administered in person.

Board Chair Brandon Stallings acknowledged the grievances, stating, “We hear you… We are deeply concerned about the issues and experiences reported.”
